About the project:
In the extended community of Goris, Syunik Province, People in Need, with the support of USAID’s Bureau for Humanitarian Assistance (BHA), is implementing an emergency preparedness project to reduce the risk of man-made and natural disasters and to make the community resilient and secure.
The project envisages a series of complex measures coordinated with national and local governmental bodies and other relevant stakeholders active in the field of emergency preparedness. An integral component of the project is the renovation of shelters that will also be equipped with basic supplies. Coordination systems between the key institutions will be developed, and appropriate procedures for approaching emergency situations will be advanced and finetuned. At the same time, with the direct participation of the Goris municipality, community groups will be created with the involvement of the state, civil society representatives, and volunteers to respond effectively during emergencies.
A series of relevant capacity-building training is to be conducted for members of community groups. In the framework of this project, public awareness campaigns and emergency drills will be organised.
Main Objective:
People in Need Armenia is looking for an Emergency Expert to provide technical support throughout the implementation period of the project titled: Disaster Risk Reduction for bordering areas of the Syunik Province funded by USAID’s Bureau for Humanitarian Assistance (BHA). The Emergency Expert will be responsible for conducting a comprehensive review of the existing Emergency Preparedness and Contingency Plans (EPCP) of Syunik province, identifying gaps and proposing appropriate revisions/updates and specific recommendations for their improvement. The Expert will work closely with relevant stakeholders, including both national and local and government officials Goris Municipality, Syunik Marzpetaran, Ministry of Emergency Situations, , civil society organizations, and community activists/volunteers and other relevant stakeholders, to ensure that the revised regulations reflect their needs and concerns.
The ideal candidate should have a proven track record of emergency expertise with at least 5 years of relevant experience. Strong knowledge of the Armenian Disaster Risk Management system and international standards is required. Experience in policy development, and stakeholder engagement is highly desirable.
The expected duration of the service is up to 5 months, starting from the 17th of July, 2023 (17/07/2023 30/11/2023). The number of working days and remuneration will be discussed with the selected candidate. The remuneration will include apart from the expert work (both desk and field work), travel expenses, accommodation and per diems. The work will be carried out in hybrid working conditions with regular visits and close cooperation with the stakeholders.
