People in Need (PIN) is the Czech Republic based NGO working in relief and development sectors. See more at www.peopleinneed.cz. Present in Armenia since 2003, PIN has been focusing on issues of illegal migration, repatriation assistance to returnees and prevention of child trafficking, and more recently, job creation and support to small businesses and tourism. In 2020 PIN launched an EU-funded program aiming to mitigate the adverse effects of COVID-19 and to contribute to the longer-term socio-economic resilience of vulnerable groups in Eastern Europe, including Armenia. PIN has activated an emergency response for Armenia in the early days of the conflict mobilizing its HQ surge team and releasing private funding to launch immediate relief interventions in Syunik, Ararat, Armavir and Tavush, focusing on distributing essential hygiene items including COVID-19 prevention items and messaging, launching a child-friendly space in Goris (Syunik region) as well as conducting a joint assessment Alliance2015 partner ACTED and REACH. PIN continues with the response and prepares for the scale up of the response. PIN has offices in Yerevan, Goris and Gyumri.

Job description:
The Monitoring and evaluation officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the humanitarian response projects. The Mamp;E officer reports to Country Director based in Yerevan and works closely with other relevant PIN colleagues.

Job responsibilities:

  • Ensure consistency in monitoring and evaluation processes of humanitarian project(s);
  • Provide technical support during project Mamp;E planning;
  • Provide technical support in routine monitoring;
  • Participate in conducting surveys or other data collection activities (observations, FGDs etc.).
  • Conduct independent monitoring of project activities according to the schedule;
  • Provide technical support in evaluations and other assessments and research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan;
  • Examine the evaluation/research draft report in relation to the ToR/contract and formulate a written response;
  • Facilitate discussion on the most important findings and recommendations from Mamp;E and systematically support the project teams in using of Mamp;E results and findings.
  • Facilitate dissemination of Mamp;E findings to stakeholders;
  • Maintain an overview of lessons learnt in Mamp;E, promote good practice and identify ways to strengthen PIN’s planning, monitoring and evaluation processes,
  • Prepare a presentation of the evaluation/other Mamp;E activities findings for internal sharing,
  • Ensure archiving of the Mamp;E documents in PIN internal systems,
  • Identify Mamp;E capacity development needs of staff, provide Mamp;E training to project staff or organize external training.
The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and suchlike the Employee may be asked to work overtime as well as during public and other holidays with relevant compensation.



Qualification Requirements:

  • Minimum 2-years of work experience, preferably in INGOs or humanitarian sector;
  • Excellent communication skills, including fluent spoken and written English and Armenian;
  • Highly organized person with attention to details;
  • Strong organizational, critical analysis and problem-solving skills;
  • Strong sense of integrity and willingness to pass the knowledge to others;
  • Good working knowledge of MS Office and high-level computer literacy.
