Job Description

Position: Field Assistant (ECHO REACT PROJECT)

Locations: Vayots Dzor

Starting date: October 2021

Duration: 12 months with the possibility of extension

About the company: People in Need (PIN) is the Czech Republic based NGO working in relief and development sectors. See more at www.peopleinneed.cz. Present in Armenia since 2003, PIN has been focusing on issues of illegal migration, repatriation assistance to returnees and prevention of child trafficking, and more recently, job creation and support to small businesses and tourism. In 2020 PIN launched an EU-funded program aiming to mitigate the adverse effects of COVID-19 and to contribute to the longer-term socio-economic resilience of vulnerable groups in Eastern Europe, including Armenia. PIN has activated an emergency response for Armenia in the early days of the conflict mobilizing its HQ surge team and releasing private funding to launch immediate relief interventions in Syunik, Ararat, Armavir and Tavush, focusing on distributing essential hygiene items including COVID-19 prevention items and messaging, launching a child-friendly space in Goris (Syunik region) as well as conducting a joint assessment Alliance2015 partner ACTED and REACH. PIN continues with the response and prepares for the scale up of the response. PIN has offices in Yerevan, Goris and Gyumri.

Reporting to the Field Coordinator based in Yerevan, the Field Assistant’s primary role is to implement the ECHO REACT project components in the field. The principle components for implementation are beneficiary identification/eligibility, distribution of briquettes (400 HHs), supply of winterization kits (200 HHs) and payment of utilities (2000 HHs). The FA works directly with displaced people, host communities and social institutions. S/he is expected to regularly inform the Field Coordinator (based in Yerevan) regarding the progress of activities and any changing conditions in the field so that adjustments/improvements can be made to ongoing operations if necessary.

Internal Relations:

The Field Assistants will be expected to cooperate and interact in a positive manner with PIN support departments (Finance/Mamp;E/Logs/HR).

External relations:

The Field Assistant represents PIN at the community level, in coordination with local stakeholders and other actors involved in the field activities.

Tasks and responsibilities:

  • Organize and conduct individual meetings with beneficiaries/home visits, particularly during the initial beneficiary identification/eligibility phase by clearly and openly communicating the eligibility criteria
  • Provides feedback to all visited/met beneficiaries about their status of eligibility;
  • Distributes aid to eligible beneficiaries in accordance with the internal instruction developed by Field Coordinator and PM;
  • Collects information relevant to project implementation from communities and local administration;
  • Cooperates with and assists partners such as local administration authorities, other stakeholders or volunteer groups;
  • Supports the Field Coordinator in local level planning and implementation of the various project components;
  • Continuously informs the Field Coordinator about progress in project implementation, prepares field situation reports;
  • Proactively shares feedback on project implementation challenges s/he faces together with his/her recommendations
  • Ensures all procedures followed and accurate documentation available for each field visit/distribution
  • Archives project documents in accordance with PIN established procedures;
  • Carries out other duties as assigned by the Field Coordinator.


Requirements

Qualifications

  • Bachelor degree or Secondary school.
  • Previous relevant experience in dealing with beneficiaries in a humanitarian aid operation will be a distinct advantage.
  • Previous experience in community work.
  • Approachable, good listener, ability to establish a trusting working relationship with beneficiaries, ability to build/maintain effective relationships with colleagues, team members and external partners at the community level.
  • Ability to manage time, prioritize tasks, respond quickly to requests.
  • Self-starter, reliable and good work ethic.
  • Ability to work under minimal direct supervision
  • Flexibility and can adapt to changing requirements
  • Team oriented
