PIN will launch a new project in Syunik region, Goris community in May 2023 aimed to enhance the preparedness of Disaster-prone municipalities of Goris Community including Nerkin Khndzoresk, Verishen and Goris, bordering with Nagorno Karabakh region to better respond to possible natural and man-made disasters. The project scope includes: a) Preparation of safe spaces; b) Enhancement of Early Warning System (EWS); c) Establishment of the Emergency Preparedness and Response Taskforce (EPRT); d) Mobilization of Emergency Volunteering Groups (EVG); e) Awareness campaign on emergency preparedness; f) Emergency drills; g) Capacity buildings for Local authorities (LA) and Civil Society Organizations (CSOs) on emergency preparedness; h) piloting the tracking tool for humanitarian assistance; i) Development of Action Plan and Methodological Guidelines.
The Project Manager will be responsible for the PIN emergency activities in Syunik region/Goris Community. The Project Manager will work closely with Goris municipality, the Unified Social Service, Syunik Marzpetaran, relevant ministries as needed, and other government agencies to effectively implement PIN emergency activities in the region. Job location is Goris (if Yerevan-based, then minimum 50% placement in Goris is required).
DUTIES amp; RESPONSIBILITIES
Project and Financial Management
- Manage all day-to-day programmatic and operational activities of the project
- Prepare detailed work plans on the implementation of the project
- Track project expenditure through monthly project review meetings
- Ensure compliance to donor and PIN internal policies and procedures
- Analyze and manage risks and issues of the projects
- Manage the performance of the project team
- Be responsible for all donor reporting and external communication of the project
- Organize and facilitate Project Steering Committee meetings
- Liaise and maintain close coordination with all stakeholders including national and local public authorities, NGOs, donors, and partners
- Provide support to management team in identifying and pursuing fundraising opportunities
- Promote synergies and coordination across all PIN’s areas
- Contribute to the development of PIN’s Social Protection and humanitarian/emergency strategy and sectorial quality guidelines
- Any other tasks as assigned by the line manager
Monitoring and Evaluation
- Closely work with MEAL team and provide the project updates, progress on indicators and quality of the intervention
- Perform other duties, essential for the quality implementation of the activities
Administration and Archiving
- Responsible for development, approval and archiving of all the relevant project documentation to PIN’s internal databases according to PIN and donor guidelines
- Closely work with Media and Communication Manager in collection of information for communication and promotion purposes (via Facebook, Instagram, PIN webpage, newsletters etc.) in line with donor requirements
- Participate in media events, trainings, workshops, round table discussions and other outreach activities
Communication and Visibility

Requirements
Qualifications/experience
- University degree in social/humanities or related field
- At least 3 years of progressive management experience in NGO sector with a focus on social protection and humanitarian assistance
- Experience in working with government agencies at both the national and local levels
- Experience in building partnerships
Skills- Ability to manage project team and contribute to the skills and capacity building
- Ability to plan own work and manage conflicting priorities
- Experience with budget management, financial forecasting and donor compliance issues
- Proven communication and negotiation skills with government representatives
- Outstanding communication (spoken and written) skills, including ability to explain and present complex information and prepare written documents/communications in a clear, concise style
- Proven reporting/writing skills
- Proven experience and good knowledge of office administration processes, procurement and techniques
- Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
- Excellent command of Armenian and English
